Milk is so all-pervasive that trace ammounts can be in near any packaged product. The best standard of quality for non-milk products is the Council of Rabbis. If the product is stamped non-dairy by a Jewsih organization, then you can be pretty sure it has no milk. No government standard, Canadian or American, comes even close to the quality of the Rabbinical standard
