No, this is not my ticket. I was on a run and found it on the ground, stuck to some ice. Thankfully it is a plasticized paper, so when I ripped it off the ice it did not rip. In fact, it was in perfect shape. Here in Ontario for a vehicle you need to buy a vehicle number plate, and then yearly also purchase a validation sticker. Apparently you cannot park your vehicle on the street without the validation sticker. I have removed the street name.

The ticket infraction reads: Code No. 406: Park – vehicle without valid Ontario number plate properly displayed. If you do not pay your ticket, when you renew your number plate you will be refused and not renewed.

In the interest of research I tried to look up Code No. 406, and could not find this infraction “Park – vehicle without valid Ontario number plate properly displayed” on the internet. This is not the first time I could not look up a City of Toronto bylaw, even with the infraction number. I found the TORONTO MUNICIPAL CODE, CHAPTER 950, TRAFFIC AND PARKING, Chapter 950, TRAFFIC AND PARKING, ARTICLE IV
Parking, Stopping, Standing, § 950-406. Parking and standing during major snow storm conditions. This is not even close to the description of the infraction, but yesterday we had an ice storm that did require putting a lot of salt on the roads.

§ 950-406. Parking and standing during major snow storm conditions.
[Amended 2013-12-18 by By-law No. 1689-2013]
A. Despite any by-law of the City, no person shall park or stand a vehicle on any highway set out in Column 1 of Schedule XVII, Subsection A in § 950-1316A between the limits set out in Column 2 of said Schedule during the period of a major snow storm condition hereinafter referred to, where signs have been erected thereon.
B. Despite any by-law of the City, no person shall park or stand a vehicle on a streetcar track or park or stand a vehicle so as to block the passage of a streetcar on any highway set out in Column 1 of Schedule XVII, Subsection B in § 950-1316B between the limits set out in Column 2 of said Schedule during the period of a major snow storm condition hereinafter referred to, where signs have been erected thereon.
C. The Mayor or the General Manager may declare that a majr snow storm condition exists on any highway or portion of highway set out in Schedule XVII, Subsection A or B, when the following conditions exist:
(1) When at the time of the declaration of the major snow storm condition, at least five centimetres of snow have fallen, as determined by the General Manager, on any portion of any given highway set out in Schedule XVII, Subsection A or B;
(2) In the opinion of the General Manager, the snow is required to be removed to allow for the proper movement of vehicles; and
(3) In the opinion of the General Manager, the clearing of snow from any given highway or portion of highway set out in Schedule XVII, Subsection A or B, is impeded by traffic and parking on the highway or portion of highway.
D. The declaration of a major snow storm condition shall create a major snow storm condition for a period of 72 hours which may be sooner terminated in accordance with Subsection F of this section.
E. The declaration of the major snow storm condition as provided for in Subsection D can be extended by the Mayor or the General Manager for any further period of time required for clearing or removal, or both, of snow from the highway.
F. The major snow storm condition on the highway or portion of highway set out in Schedule XVII, Subsection A or B, shall be deemed to be terminated on that highway or portion of highway once the snow has been cleared and removed from that highway or portion of highway and the General Manager has informed the public that the major snow storm condition for that highway or portion thereof no longer exists. Immediately thereafter, any and all prevailing parking regulations shall resume effect on that highway or portion of highway.
G. The Mayor and General Manager are authorized and directed to use whatever means he or she may deem advisable to inform the general public of the existence or termination of a major snow storm condition.

It is unclear to me what the infraction is, as the written infraction description differs greatly from the written City of Toronto bylaw.

    this is due to expired sticker on the plate.. plate expiry is dec 2016 , but ticket issued on feb 8th.. so the plate had a expired sticker on issue date…
