Toronto parking ticket, 31 Ellis Ave, no parking Dec 1-Mar 31

I really should not be finding these on the ground, but because they are made of a piasticized material they are durable. This one even has a burn mark on it, as if the recipient wanted to burn it! It did not burn. This is not my ticket.

The violation cited was Toronto municipal code ch 950-405A. Here’s the bylaw:

§ 950-405. Stopping, standing and parking restrictions and prohibitions on certain highways.
A. No parking certain times.Except where Chapter 903, Parking for Persons with Disabilities, applies with respect to exempting vehicles displaying an accessible parking permit, where official signs to that effect are displayed, no person shall park a vehicle on any highway at the side and between the limits set out in Schedule XIII in § 950-1312 during the times and/or days set out in Schedule XIII. source

This means that from Dec 01 to Mar 31 each year you cannot park there. This is probably to allow for snow removal. For the rest of the year you can park only from the 1st to the 15th for 1 hour, Monday to Friday. As the ticket is dated 2019 Mar 29, the car is in violation.
